At Fault Car Accident? In the case listed below, Car A and Car B are in a crowded parking lot.

Car A drives down an aisle. Cars are all parked close together. There is also a car illegally parked (not a parking spot) which partially blocks the view of the aisle. Car A turns the corner (left). Car B is driving straight. Car A and B collide immediately as car A begins to turn the corner.The front left corner of Car A is damaged (broken headlight). Car B’s damage is more spread out in the front of the car. Car B’s damage is not as isolated as Car A’s damage. Car B’s headlights are intact.

Can this qualify as a “no fault” accident since the view was corrupted? Should one of the cars stopped in the parking lot? What are the legal rules for parking lots?
